This session focused on innovative approaches to winter services in urban areas, with presentations addressing both traditional and emerging challenges in the urban context. The presentations explored rubber-on-ice friction tests to better understand how the design of icy surfaces influences safety; the development of de-icing pavements made from high-thermal-conductivity concrete mixed with synthetic graphite; and strategies to improve winter road management in snow-free metropolitan areas such as Greater Tokyo. The session also broadened the discussion to include the dynamics of urban heat islands and the role of cooling networks in creating resilient urban climates. Together, these perspectives highlighted various solutions for ensuring safe, efficient, and sustainable winter maintenance in different urban environments.
